16. Any person who has a sufficient interest may, with the authorization of the Tribunal and on the conditions it determines, make representations in a proceeding before the decision on the proceeding is rendered.
For any proceeding brought pursuant to the Environment Quality Act (chapter Q-2), any person making representations shall file with the Tribunal a notice to that effect at least 30 days before the date of the hearing.
